Document Description
The proposed project would involve maintenance and improvement work by ABM Parking Services (Tenant) to the Elbow Lot at 851 Harbor Island Drive in the city of San Diego, California. Work to specifically complete the proposed project would involve installation of a pay station, parking-related signage, restriping of the lot and associated ongoing maintenance work. Work to complete the project would more specifically include:
Installations
• Install one (1) solar-powered pay station onto the existing concrete pad on the north end of the lot using approximately four (4) bolts in the same location as the previous pay station onsite;
• QR Code signs would be mounted to moveable A-Frame signs and locked to existing light poles;
• ADA signage would be mounted to the existing fence using wire straps;
• Terms/Conditions signage would be mounted to existing poles at the entrance/exit and by the pay-stations; and
• A total of two (2) logo signs would be installed along the fence onsite, with one to be mounted at the northwest corner and one at the southeast corner of the lot. Both logo signs would be attached to a wooden post and secured in the ground by digging a hole and pouring concrete in place.
Maintenance
• Restriping the parking lot to match the existing layout;
• Removal of existing weeds and debris from the parking lot surface;
• Repair of broken fences; and
• Cleaning out the drains and gutters.
Construction of the proposed project is anticipated to occur in late 2025 and would take approximately one (1) month to complete with ongoing maintenance as needed. Equipment required for construction would consist of hand tools, a work truck and associated equipment. Due to its nature and limited scope, construction of the proposed project would generate a minor amount of vehicle trips and would require limited use of equipment. Therefore, impacts related to air quality, greenhouse gas emissions, and transportation and traffic are not anticipated to occur. Furthermore, the Tenant would be responsible for complying with all applicable federal, state, and local laws regarding construction demolition debris, hazards and hazardous materials, and stormwater.

Reasons for Exemption
The proposed project is determined to be Categorically Exempt pursuant to California Environmental Quality Act (CEQA) Guidelines Sections 15301 (Existing Facilities) and 15302 (Replacement or Reconstruction) and Sections 3.a. and 3.b. of the District’s Guidelines for Compliance with CEQA because it would be for improvements and maintenance work to an existing parking lot that would involve no expansion of use beyond that previously existing, would not result in a significant cumulative impact due to the continuation of the existing use, would consist of the replacement of an existing facility, would be located on the same site as the structure replaced, and would have substantially the same purpose and capacity. Sections 3.a. and 3.b. of the District’s CEQA Guidelines are as follows:
3.a. Existing Facilities (SG § 15301) (Class 1): Includes operation, repair, maintenance, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that previously existing.
AND/OR
3.b. Replacement or Reconstruction (SG § 15302) (Class 2): Includes replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site and will have substantially the same purpose and capacity as the structure being replaced.
The District has determined none of the six exceptions to the use of a categorical exemption apply to this project (CEQA Guidelines Section 15300.2).
