Document Description
Applicant is proposing to demolish four existing buildings on the Project site and remove 40 mature trees to subdivide the approximately 3.27-gross acre parcel and to develop the site with 37 detached residential dwelling units, which include (7) affordable housing units in compliance with Density Bonus Law. Pursuant to Density Bonus Law, a density bonus of 17 units, exceeding the max density of 20 units, will be granted in exchange for the development of five (5) low-income and two (2) moderate-income units, and various waivers of development standards that would preclude development of the project as proposed will be granted, along with three (3) development incentives to reduce project costs. The Project would also include landscaping, parking, private roadways, common and private open space, and connections to utility and stormwater lines. A sound wall would also be constructed along the northern boundary of the site adjacent to the existing railroad as part of the Project. The Project would also construct a median on West Covina Boulevard. The Project, filed under SB 330, requires approval of a Tentative Tract Map (TTM), Tree Removal Permit, and Development Plan Review (DPR) from the City of San Dimas.

Reasons for Exemption
The Project is exempt because (1) consistent with the General Plan designation and policies and zoning regulations; (2) is located within the City limits, surrounded by urban uses and is less than 5 acres in size; (3) has no value for endangered, rare or threatened species; (4) would not result in any significant effects related to traffic, noise, air quality or water quality; and (5) can be adequately served by all required utilities and public services. Additionally, the document prepared and attached in the City staff report demonstrates that the proposed Project and its circumstances would not result in any exceptions identified in CEQA Guidelines Section 15300.2.
