Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Professions Code, Section 26012, approved a Small Outdoor commercial cannabis license submitted on May 18, 2020, by Ratchet Construction, LLC. The proposed project is an existing Small Outdoor (up to 10,000 square feet [sf]) cannabis cultivation operation (DCC License CCL20-0001234) located at 2158 Elderberry Ln. (APN 025-010-15-00; additional structures and license on 025-010-14-00) west of Weaverville in Trinity County. The project is on a combined 40-acre parcel. Cultivation activities include approximately 10,000 sf of mature canopy grown in six (6) 20’ x 100’ hoop houses and approximately 1000 sf of immature plant area grown within a 20’ x 100’ hoop house. Existing support infrastructure includes a permitted dwelling; a permitted groundwater well; two 20’ x 100’ structures for agricultural chemical storage, general storage, harvest storage and drying, processing and packaging; a 25’ x 25’ compost area; and six water storage tanks with 18,475 gallons of storage capacity. Power is provided by solar panels and a back-up generator. The project's wastewater needs are provided by onsite septic system. Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. CEQA mandates that the project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
