Reasons for Exemption
Pursuant to Government Code Section 65457 and CEQA Guidelines Section 15182(c), residential projects that are
consistent with a specific plan that has already undergone environmental review may be exempted from further
environmental review. Specifically, Government Code Section 65457 exempts such projects if the specific plan was
supported by a certified Environmental Impact Report (EIR) after January 1, 1980. An Environmental Impact Report
(EIR) was prepared for the Route 66 Corridor Specific Plan [ State Clearinghouse# 200304105 l} and adopted in 2003.
This EIR included the full analysis for future construction of up to I, 128 residential units at realistic buildout within
the City's portion of the Route 66 corridor. The Specific Plan 's EIR is applicable to all future residential development
plans if they are in conformance with the specific plan, thus requiring no further environmental documentation. As
this project is consistent with t in ten of the Route 66 Corridor Specific Plan and is approved with a determination
that it follows the specific plan s intent then no further environmental review is necessary.
