Document Description
This project proposed to cut, pile, and burn French broom across approximately 41 acres of the City of Napa's Westwood Hills Park. French broom is the dominant understory species in much of the property’s oak woodlands and poses a significant wildfire risk due to its contribution to high surface fuel loads and its prevalence as a ladder fuel. This project also proposes to follow up initial treatments and pile burning with flaming of French broom resprouts. Herbicide may be used as an alternative initial or follow-up treatment method as needed.

Reasons for Exemption
This project is exempt because the planned activities meet the definition of "forestry" in PRC § 753, and have been reviewed and approved by a Registered Professional Forester in consultation with experts from other pertinent fields who have attested that the activities proposed in this project will only have the potential for impacts that are, at the most, less than significant to the environment, having provided adequate measures for avoidance of sensitive environmental resources. Project activities will not involve the removal of healthy, mature, or scenic trees, and will not result in a substantial alteration of the current function of the land. Project specific analysis is on file at the Napa RCD.
