Harbor Boulevard, between Bastanchury Road and Berkeley Avenue is classified as a Major Arterial Highway. The City is recommending that this segment be reclassified from a six-lane major arterial to a four-lane primary arterial street

Reasons for Exemption
The project is exempt from CEQA via Class 1 Section 15301 (c) as it is an existing public street right-of-way that will be reclassified to match the improvements specifically listed in subsection C of this exemption. The City will be conducting
restriping and other safety improvements to add dedicated bike lanes, which are specifically allowed via Section 15304 (h). Lastly, the OCTA, which is the county level authority for streets, has approved this project (letter attached)
