Document Description
The project proposes construction of a new public safety facility consisting of a 34-foot-tall, two-story building with approximately 43,469 square feet of floor area, four fire apparatus bays, 124 surface parking spaces, an accessory storage and utility structure, a community plaza, landscaping, offsite utility and circulation improvements, and a new 60-foot monopole antennae, including equipment and appurtenances to support emergency response. The new facility will fully replace the City's existing Police Station located at 969 Petaluma Blvd N and will serve as the primary location for all police operations and administrative functions including patrol, investigations, dispatch, records, training, and command staff functions. The facility will also be used by the City's Fire Department as an administrative headquarters and active fire station containing 12 dorm rooms for personnel and internal circulation providing direct access to four fire apparatus bays. During citywide emergencies, the facility will also serve as the City's Emergency Operations Center (EOC), providing a central coordination point. Frontage and off-site improvements include pedestrian and bicycle circulation improvements, vehicle circulation improvements, removal and replacement of street lighting, and extension of existing sewer and storm drain utilities.

Reasons for Exemption
The Project is consistent with and implements the General Plan and qualifies for the Statutory Exemption contained in California Public Resources Code Section 21083.3 and CEQA Guidelines Section 15183. The Project is consistent with development intensities established by existing zoning, community plan, or general plan, for which an Environmental Impact Report (EIR) was certified. The project would not result in substantial changes nor does it involve new information that would warrant further environmental review. The project does not contain elements that are peculiar to the project or project site that would result in new or more severe environmental impact relative to the findings of the certified General Plan EIR. All applicable mitigating General Plan policies and mitigation measures identified in the General Plan and General Plan EIR are imposed as environmental conditions of approval. Therefore, no further additional environmental review is required. The Petaluma City Council adopted the Statutory Exemption and approved the project on October 21, 2025.
