Document Description
An interagency agreement between the City of San Diego and the City of Poway to provide two potaMe water emergency connections to the City of Poway. The City of Poway is requesting these emergency connections due to a settlement agreement with the California State Water Resources Control Board (SWRCB) and the Division of Drinking Water (DDW). These two potable water emergency connections will improve redundancy for the City of Poway's drinking water system. The City of San Diego's drinking water system is the only system adjacent to City of-Poway that can provide this type of connection. The sole purpose of these connections is to supply water from the City of San Diego's drinking water system to the City of Poway's drinking water system in emergency situations. At the Poway Road & Springhurst Drive emergency connection, an 8-inch meter will be nsed to measure any water provided to Poway from San Diego. Design for this interconnection by the City of Poway is expected to be completed in Fiscal Year 2027 and Construction is expected In Fiscal Year 2028. At the Pomerado Road & Avenida La Valencia emergency Interconnection, a 10-inch meter will be used to measure any water provided to Poway from San Diego. Design foi: this interconnection by the City of Poway is expected to be completed in Fiscal Year 2025 and Construction is expected in Fiscal Year 2025.

Reasons for Exemption
The City of San Diego conducted an environmental review that determined the project would not have the potential for causing a significant effect on the environment pursuant to CEQA Guidelines Section 15301 (Existing Facilities), which exempts the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment; or topographical features, involving negligible or no expansion of existing or former; and Section 15303 (New Construction or Conversion of Small Structures), including water mains and consisting of the construction and location of limited numbers of new, small facilities or
structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made In the exterior of the structure; and where the exceptions listed in CEQA Section 15300.2 would not apply in that no cumulative impacts were identified; no significant effects on the environment were identified; the project
ls not adjacent to a scenic highway; no historical resources would be affected by the action; and the project was not identified on a list of hazardous waste sites pursuant to Section 65962.5 of the Government Code. R-316161
