The FY 2026 RM RA-funded projects will occur on approximately 241 lane miles within the Balboa Park, Barrio Logan, Carmel Valley, City Heights, Clairemont Mesa, College Area, Downtown, Eastern Area, Encanto, Greater Golden Hill, Kearny Mesa, Kensington-Talmadge, La Jolla, Linda Vista, Midway-Pacific Highway, Military Facilities, Mira Mesa, Miramar Ranch North, Navajo, Normal Heights, North Park, Ocean Beach, Olay Mesa, Olay Mesa-Nestor, Pacific Beach, Pacific Highlands Ranch, Peninsula, Rancho Bernardo, Rancho Encantada, Sabre Springs, San Ysidro, Scripps Miramar Ranch, Serra Mesa, Skyline-Paradise Hills, Southeastern San Diego, Tierrasanta, Torrey Highlands, Torrey Pines, University, and Uptown Community Plan Areas. Reasons for Exemption
The proposed action approving the FY 2026 RMRA project list and approving the execution of seven (7) slurry seal construction contracts for Slurry Seal Groups 2621. 2622, 2623, 2624, 2625, 2626 and 2627 is categorically exempt from CEQA pursuant to CEQA Guidelines Section 15301 (c)(Existing Facilities) which exempts the operation, repair. maintenance, permitting, leasing. licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use, including existing highways and streets, sidewalks, gutters. bicycle and pedestrian trails, and similar facilities (this includes road grading for the purpose of public safety), and other alterations such as the addition of bicycle facilities, including but not limited to bicycle parking, bicycle-share facilities and bicycle lanes, transit improvements such as bus lanes, pedestrian crossings, street trees, and other similar alterations that do not create additional automobile lanes; Section 15302 (Replacement or Reconstruction) which exempts the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced; and Section 15304 (Minor Alterations to Land) which exempts minor public or private alterations in the condition of land, water. and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. The exceptions to the exemptions listed in CEQA Guidelines Section 15300.2 would not apply in that no cumulative impacts were identified, no significant effects on the environment were identified, the projects would not result in damages to an officially designated state scenic highway, and no historical resources would be affected by the action. As to the exception for hazardous materials, the proposed projects would only involve the repair, maintenance, and/or rehabilitation of existing City streets and would not involve any excavation into previously undisturbed soils which would expose potentially hazardous materials. Therefore, the proposed project would not preclude the use of a CEQA exemption pursuant to Section 65962.5 of the Government Code. R-316217
