Project Description
Project Location:
Hazel Road: Ashley Lane to Oak Lane; Oak Lane: Hazel Road to west end; Plum Avenue: Oakwilde Avenue to Morada Lane; Trenton Court: Trenton Way to west end. See attached Vicinity Map.
Project Justification:
The original construction date of the roads is unknown. The project area has been periodically slurry sealed with the most recent slurry seal in 2017.
The existing roadways are oxidized and consist of the following deficiencies: alligator cracking, pavement failure, longitudinal cracking and rutting.
Scope of Work:
The project will consist of:
1. On Trenton Court, cold planing 0.75 feet of pavement and base (24-32 feet wide) and replacing with 0.5 feet of aggregate base and 0.25 feet Hot Mix Asphalt (HMA) (Type A).
2. On Plum Avenue, cold planing 0.17 feet of pavement (14 feet wide) and replacing with 0.17 feet HMA (Type A).
3. On Hazel Road and Oak Lane, overlaying with 0.17 feet HMA (Type A).
4. Repairing Pavement Structure failure areas with full depth 0.25 feet HMA (Type A).
5. Replenishing 4-foot-wide shoulder backing: to conform along roadway edge of pavement where needed.
6. Applying Penetration Treatment at all intersection radii plus 50 feet or to conform.
7. Adjusting utility manhole and 2 survey monument frames and covers to finished grade.
8. Constructing 2 feet HMA (Type A) driveways (Type ES).
9. Constructing 8 feet HMA (Type A) driveways (Type E).
10. Constructing 8 feet HMA (Type A) driveways (Type D).
Environmental Setting:
In these portions of the San Joaquin County, land usage is primarily rural with single family homes.
There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st.
Beneficiaries:
The public will see increased safety and fewer hazards with these well-maintained roads. Overall, there will be reduced maintenance concerns and more reliability within the project area.
