Document Description
The California Department of Fish and Wildlife has executed Streambed Alteration Agreement EPIMS Notification No. EPIMS-LAN-60674-R5, pursuant to Section 1602 of the Fish and Game Code to Southern California Edison (Permittee), as represented by Adam Sriro. The project consists of the removal of a deteriorated wood utility pole (Pole 503038E) and remediation of project areas. Access will occur from Webb Canyon Road using a truck and digger derrick; no overland travel will be required. Excavation around the pole (approximately 6.5 feet deep and 2 feet in diameter) will be side cast onto a tarp, reused for backfill, and compacted to match surrounding grade. Project activities will be confined to a 10-foot radius around the pole and may include minor trimming of a nearby coast live oak canopy to provide clearance. Project activities will result in 0.007 acre of temporary impact along the unnamed stream. The project also includes the remediation of all project areas once all project activities associated with the removal of Pole 503038E are completed

Reasons for Exemption
CDFW finds the Project to be exempt pursuant to CEQA Guidelines section 15301, the exemption for “Existing Facilities”. Class 1, as relevant here, consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The Project falls within the class because it involves an existing structure with negligible or no expansion of use. The work does not create new disturbances beyond existing conditions, does not increase capacity or change the facility’s function, and will result in the restoration of the site to pre-project conditions. Therefore, the project is exempt under Class 1, as it involves minor work on existing utility infrastructure with no significant environmental impact.
