Document Description
The Planning Commission will conduct a public hearing to consider an appeal to the Zoning Administrator’s October 23, 2025 approval of a Variance to allow for the construction of an approximately 1,200 square-foot detached garage to be located 18 feet from the edge of the road easement along the eastern property line where a 30-foot side setback from the edge of the road easement is normally required and 35 feet from the centerline of the intermittent stream that runs along the western property line where a 50-foot setback is normally required.

Reasons for Exemption
The proposed project is categorically exempt from environmental review in accordance with Sections 15303 and 15305 of the California Environmental Quality Act (CEQA) Guidelines and Sections 18.36.050 (Class 3 – New Construction or conversion of small structures) and 18.36.070 (Class 5 – Minor alterations in land use limitations) of the Placer County Environmental Review Ordinance (Placer County Code Chapter 18). The construction of an accessory storage building, including a garage, is an exempt project under CEQA Guidelines Section 15303(e) and adjusting the required setbacks is an exempt project under CEQA Guidelines Section 15305(a). The Planning Commission will be required to make a finding to this effect. Further discussion on the applicability of these exemptions is included in the “Discussion of Issues” section below.
