Document Description
The changes that will be authorized by the issuance of the proposed permit include: 1. An increase to the permitted hours of operation for the transfer station and materials recovery facility operations from 2:00 am – 11:00 pm Monday through Saturday and 6:00 am – 6:00 pm Sunday to 24 hours of operation, 7 days a week. Hours for receipt of waste from the public and commercial haulers will not change, 2. Removal of the operating hours for the Public Recycling Center, 3. Splitting permit condition 17(j) into two separate conditions (17.j. and 17.k.) to align with Title 14 more accurately with regards to the removal frequency for organic waste and inert materials, 4. Corrects the unit of measurement for maximum design capacity from 3,000 cubic yards to 3,000 tons, 5. Updates the owner mailing address, 6. Updates to the Transfer Processing Report.

Reasons for Exemption
Department staff conducted a preliminary review to determine whether a Categorical Exemption is adequate for the Department’s concurrence on this revised SWFP. Since the proposed change in the hours of operation is only for the ancillary hours, and not for hours for the receipt of waste from the public or commercial haulers, Department staff made the finding/determination that a Categorical Exemption, 14 CCR, Section 15301 – Existing Facilities is adequate for the Department’s concurrence of this revised SWFP. Staff’s finding is based on the premise that there is “negligible or no expansion of use beyond that existing at the time of the lead agency’s determination.”
