Reasons for Exemption
The project consists of minor upgrades/improvements at an existing building/facility and involves negligible or no expansion of the existing building use. A portion of the Norwalk Metropolitan State Hospital campus is included in the Norwalk State Hospital Historic District, which is eligible for both the National Register and California Register; however, the Skilled Nursing Facility is located outside of the boundaries of the Historic District and has been determined not to be individually eligible or eligible as a contributor to the Historic District for either the National Register or the California Register. Project ground disturbance will occur within previously disturbed areas and is limited in scope. The project will not have a significant effect on resources in the area. The State has confirmed no exceptions to the exemption apply.
