Document Description
A visual Inspection of the existing storm water conveyance system revealed a sinkhole undermining the right-of-way Improvements along Villa La Jolla Drive. The sinkhole was ·caused by a failed 144-inch diameter corrugated metal pipe (CMP} storm drain. The project will construct a new cleanout structure along Villa La Jolla, repair approximately 1,000 linear feet of the CMP by lining the pipe with reinforced concrete in both directions from the new cleanout structure, backfill the sinkhole, and resurface the area of the right-of-way Impacted by the sinkhole. Additional repairs Include inserting a 66-lnch steel casing through a collapsed section of pipe, which will be subsequently coated with reinforced concrete. Additionally, two 24-lnch diameter pipes will be Inserted parallel within the existing storm drain pipe to maintain the design capacity of the system, and a segment of 36-lnch diameter CMP storm drain lateral will be rehabilitated with a liner. Failure to repair the storm drain infrastructure Increases the likelihood of flooding and impacts to private property and the right-of-way. The proposed work Is the minimum necessary to ensure adequate operational capacity of the storm drain and public health and safety. Following the completion of work, all surrounding areas Impacted by the emergency will be restored to their impact condition to the extent feasible.

Reasons for Exemption
The City of San Diego conducted an environmental review that determined the project meets the definition of an "Emergency" as defined In CEQA Guidelines Section 15359 (Emergency) as the project Involves a sudden, unexpected occurrence Involving a clear and Imminent danger, demanding Immediate action to prevent or mitigate the loss of, or damage to, fife, health, property, or essential public services. This emergency repair Is required in order to protect public health, safety, and property and is supported by the expert opinion of the City Engineer. Thus, this emergency activity Is statutorily exempt from CEQA pursuant to CEQA Statute Section 21080(b)(2) and CEQA Guidelines Section 15269(b) (Emergency Projects), which exempts emergency repairs to publicly or privately owned service facilities necessary to maintain service essential to public health, safety or welfare. This activity Is also statutorily exempt from CEQA pursuant to CEQA Statute Section 21080(b)(4) and CEQA Guidelines Section 15269(c) (Emergency Projects), which exempts specific actions necessary to prevent or mitigate an emergency, R-316333
