Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS- EPIMS-SHA-59858-R1 pursuant to Section 1602 of the Fish and Game Code to Ann Goheen.
The project is limited to placement of rock slope protection (RSP) along 100 linear feet of the northern streambank of Cow Creek downstream of the Silver Bridge Road bridge. Recent storms have caused substantial erosion of the streambank, threatening infrastructure on private property.

Reasons for Exemption
CDFW finds the Project to be exempt pursuant to CEQA Guidelines section 15304, the exemption for “Minor Alterations to Land”. Class 4, as relevant here, consists of minor alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, or scenic trees. The Project falls within the class because it involves placement of clean RSP along the existing topography of the streambank. Approximately 150 cubic yards of three to four foot diameter rock would be used to stabilize the bank. The RSP would be placed to conform to existing slope contours and topography. All work activities would occur from the top of the streambank, and no in-water work is proposed. No dewatering, water diversion, water bypass, or drafting is proposed. While small riparian shrubs could be trimmed or removed to accommodate RSP, no mature trees are expected to be removed for the project. Additional riparian vegetation will be re-planted within the RSP using locally harvested willow poles utilizing planting tubes placed approximately 6 feet apart. The RSP will be delivered to the project site via a haul truck and installed on the streambank using an excavator with a thumb attachment.
