Document Description
The proposed action will allow the City of San Diego's (City) in-house mill and pave teams to support the City's GIP Street Resurfacing Program by authorizing expenditure of funds not to exceed $11,000,000.00 from GIP A1Doooo5, Street Resurfacing and Reconstruction (B26002, FY2026 Transportation Mill & Pave) and $7,000,000.00 from GIP AlD00005, Street Resurfacing and Reconstruction (B25079, FY2025 Transportation Mill & Pave) for City Force Work related expenses, which are projected to be above the current $500,000.00 threshold as defined by San Diego Municipal Code§ 22,3105, The planned street segments for both projects are outlined in Attachment A. Mill and pave treatments provide rehabilitation of the structural integrity of the existing street after damage has occurred, typically because of trench cuts for water, sewer, stormwater, and dry utility work impacting the street surface, or simply deterioration of the street over time. All work would occur within the public right of-way (paved streets) or previously disturbed non-sensitive areas only. Stormwater Best Management Practices (BMPs) to prevent non-stormwater discharges from entering the City's stormwater conveyance system, as well as Traffic Control Plans (TCPs), will be implemented throughout construction.

Reasons for Exemption
The City of San Diego conducted an environmental review that determined the project would not have the potential for causing a significant effect on the environment pursuant to State CEQA Guidelines Sections 15301(c) (Existing Facilities) which exempts the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use, including existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities, including road grading for the purpose of public safety; and 15302 (Replacement or Reconstruction) which exempts the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. The exceptions to the exemptions listed in CEQA Guidelines Section 15300.2 would not apply in that no cumulative impacts were identified; no significant effects on the environment were identified; the project is not adjacent to a scenic highway; and no historical resources would be affected by the action. As to the exception for hazardous materials, there are locations listed on GeoTracker and EnviroStor within 1,000 feet of the public right-of-way. While these locations are listed, there are no open environmental cases of known hazardous material contamination that would be disturbed which would otherwise preclude use of a CEQA exemption pursuant to Section 65962.5 of the Government Code.
