Reasons for Exemption
The project is exempt under CEQA Guidelines Section 15182 – Projects Pursuant to a Specific Plan, based on the following findings:
TPM 39172, was analyzed through the application process and found consistent with the underlying approved Adobe Springs Specific Plan 21 planning areas 4, 5, and 6, Final Environmental Impact Report (EIR) for the Adobe Springs Specific Plan (SCH# 2015-051079) in April 2016, and TPM 36733. The project, TPM 39172, qualifies for an exemption from further environmental review pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15182 (Projects Pursuant to a Specific Plan). None of the conditions described in CEQA Guidelines Section 15162 (Subsequent EIRs and Negative Declarations) that would require the preparation of a Subsequent Environmental Impact Report or a Supplemental Environmental Impact Report exist in connection with the proposed TPM 39172. The previously certified Adobe Springs
Specific Plan Final Environmental Impact Report (SCH# 2015-051079) adequately addresses the potential environmental impacts of the project. Under Section 15182 of the CEQA Guidelines, the Project was analyzed in a 15182 exemption, which substantiates that the project is consistent with the development density established by existing zoning, Adobe Springs Specific Plan, and general plan policies for which the EIR was certified, and there are no significant effects that are peculiar to the project or its site.
