Reasons for Exemption
This project is categorically exempt under Section 15303 (Class 3) of the California Environmental Quality Act (CEQA) Guidelines, which applies to the installation of small-scale utility facilities and accessory structures. The installation of a single propane tank and related gas lines for frost protection constitutes a minor alteration of existing agricultural use. In addition, the project qualifies for a Common Sense Exemption (Section 15061(b)(3)) since it can be seen with certainty that there is no possibility the activity may have a significant effect on the environment. The proposed installation is located within an existing orchard operation, far removed from residences or sensitive receptors, and will not: increase employment, operating hours, or site activity; generate additional traffic or require roadway improvements; modify parking areas or circulation; introduce new noise, light, or air quality impacts. The project is consistent with the site’s General Plan Agricultural designation and Zoning and is intended solely to support ongoing agricultural production.
