The Amendment includes changes to the site's background narrative, a description of how the facility will comply with new land application regulations, a description of the new methods used to optimize sorting and processing feedstocks sent to the facility's anaerobic digesters, and the addition of two previously approved additional anaerobic digesters to the facility.

The Report of Facility Information amendment process is defined and authorized by 27 CCR, Division 2, Chapter 4, Article 3, Section 21665(c). As specified in Section 21665(c)(1), the LEA finds that the changes being requested are exempt from the requirements of CEQA pursuant to 14 CCR, Chapter 3, Article 5, Section 15061(b)(1) because the project approval is a ministerial action and is statutorily exempt per Section 15268 of the CEQA Guidelines.
