Document Description
The Project is comprised of a set of advanced traffic management technologies that together would reduce congestion and improve traffic flow along the Fair Oaks Avenue corridor. The objective of the Project is to improve traffic congestion and overall pedestrian and vehicle safety in the City. Improvements are generally categorized as traffic signal improvements, fiber optic lines, various intersection improvements (including bulb outs, median nose improvements and curb ramps), and the addition of Closed-Circuit Television (CCTV). In addition, the Project would install a fiber optic connection from South Pasadena City Hall at 1414 Mission Street to the South Pasadena Public Works Building at 416 Garfield Avenue via a route along Mission Street, Stratford Avenue, Clark Place, and Garfield Avenue

Reasons for Exemption
The Project meets the requirements of CEQA Guidelines Section 15301 for Class 1, Existing Facilities, as the Project is consistent with Sections 15301(c) and 15301 (d) listed. Thus, the proposed Project qualifies as a Class 1 Exemption. Project improvements would occur within an existing street right-of-way consistent with Section 15301(c). The Project would also restore and rehabilitate roadway facilities along Fair Oaks Avenue, consistent with Section 15301(d). Corner curb ramps will be upgraded to conform to the standards of the Americans with Disabilities Act. Some existing curb extensions at signalized intersections will be modified in association with curb ramp upgrades. The Project would also remove and replace the existing traffic signal equipment nearing the end of their service with upgraded equipment that meets the current federal standards for traffic control devices and accessibility standards in accordance with the Americans with Disabilities Act (ADA). Further, none of the exceptions to the use of a categorical exemption apply to the Project. Finally, there are no features that distinguish the Project from others in the exempt class and therefore there are no unusual circumstances. Therefore, the Project is categorically exempt from CEQA pursuant to Section 15301 of the State CEQA Guidelines- Class 1, Existing Facilities.
