Pursuant to the CEQA. the project qualifies for a categorical exemption under the California Code of Regulations (CCR) Title 14. Division 6. Chapter 3, Class 3, Section 15303 (e) (Class 3) "New Construction or Conversion of Small Structures". The exemption includes accessory structures, such as fences, and a project could qualify under the exemption if it involves negligibly or no expansion of existing use. There is an existing fence on the property, and it would be replaced with a 6-foot fence.
