Chapter 3, Class 3, Section 15303 (e) (Class 3) "New Construction or Conversion of Small Structures". The exemption includes accessory structures, such as fences, and a project could qualify under the exemption if it involves negligibly or no expansion of existing use. There is an existing fence on the property, and it would be replaced with a 6-foot fence.
