Reasons for Exemption
Class One consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The key consideration is whether the project involves negligible or no expansion of use. The project consists of the conversion of an office facility to a single-family residence. The existing structure was originally approved as a single-family residence pursuant to prior zoning code allowances. The single-family residence was converted to an office to be consistent with the current commercial office zone district. As the structure has maintained its residential floor plan, there may be minor interior alterations involved with converting the unit to a residential use. The project would not involve an expansion of the current office use or the former residential use of the project parcel. The project would fall within (a) which concerns interior and exterior alterations involving such things as interior partitions, plumbing, and electrical conveyances. Therefore, the project as proposed would be exempt from CEQA pursuant to Section 15301 concerning existing facilities.
