Document Description
The Olympic Heights / Old Greenwood Fuelbreak project is a high-priority Community Wildfire Protection Plan Project (CWPP) funded by “Measure T” that will be implemented by The Truckee Fire Protection District (TFPD). The project includes implementation of forest fuels reduction activities in the form of manual and mechanical thinning, mastication, and tracked chipping on an approximately 230-acre footprint. The project area is located on undeveloped lots owned by Truckee Donner Land Trust and Tahoe Club Company LLC within and adjacent to Interstate 80 and the Old Greenwood and Olympic Heights subdivisions. The project interfaces with smaller developed lots with homes and aims to improve defensible space for over 80 small private parcels that interface with the project area. The project is an integral part of the TFPD’s landscape fuel reduction strategy aimed at protecting the Truckee community and Wildland Urban Interface from future catastrophic wildfire events. This fuel reduction treatment is strategically located in order to moderate the movement of wildfire, provide safer egress for evacuating citizens, provide safer ingress for resources related to suppression activities, and ultimately facilitate in the protection of life and property for surrounding communities. The prescription includes thinning from below of small diameter conifers less than 16” DBH and shrubs to achieve adequate vertical and horizontal spacing. A large majority of trees needing removal are less than 10” DBH. Post treatment conditions should result in increased canopy base height and quadratic mean diameter, with the largest most vigorous trees retained in a well-spaced arrangement. In order of retention, species preference would be Sugar Pine/Western White Pine, Jeffrey Pine/Ponderosa Pine, Lodgepole Pine, White Fir.

Reasons for Exemption
The proposed project qualifies for a Categorical Exemption under CEQA pursuant to CEQA Guidelines Section 15304, Class 4 – Minor Alterations to Land, which applies to minor alterations of land, water, and vegetation that do not involve the removal of healthy, mature, or scenic trees. The project consists of selective removal of suppressed and small-diameter understory trees and brush through hand thinning, mastication, chipping, and limited mechanical tree removal. These activities are intended to reduce vertical and horizontal continuity of forest fuels adjacent to developed communities, thereby lowering wildfire risk, enhancing forest resilience, and protecting life, property, and emergency responders in compliance with Public Resources Code Section 4291 and applicable local ordinances. A field review by the Truckee Fire Protection District Forester confirmed that the targeted vegetation consists of suppressed, diseased, or overstocked understory trees and shrubs, and that no healthy, mature, or scenic trees will be removed. The Forester also determined that fuel reduction in this area is necessary and consistent with community wildfire protection objectives. The project will not result in the taking or disturbance of any endangered, rare, or threatened species, nor will it cause sedimentation or adverse impacts to surface waters. No conditions exist that would preclude the use of a categorical exemption under CEQA Guidelines Section 15300.2. Furthermore, the Truckee Fire Protection District Forester has evaluated the project and concluded that it will not result in significant impacts to any environmental resource, including but not limited to: aesthetics; agricultural or forestland resources; air quality; biological and cultural resources; geology and soils; greenhouse gas emissions; hydrology and water quality; land use; noise; public services; recreation; transportation; utilities; or wildfire risk. All project documentation and environmental review records are maintained on file at Truckee Fire Protection District Station 91, 10049 Donner Pass Road, Truckee, California.
