Reasons for Exemption
The replacement of a failing stormwater drainpipe is statutorily exempt from CEQA pursuant to Section 15269(b) and (c), Emergency Projects, as the work includes emergency repairs to publicly owned service facilities necessary to maintain service essential to public health, safety and welfare and to prevent or mitigate an emergency. The current parking lot above the failing storm drainpipe has exhibited depressions and multiple sink holes which pose a risk to the public visiting the facility. Replacement of the stormwater drainpipe will mitigate a future emergency should the water continue to seep underground and create further damage. Replacement of the storm drainpipe is also categorically exempt from CEQA pursuant to Section 15302 as it involves the replacement or an existing utility system with substantially the same purpose and capacity of the structure replaced.
The demolition of the Health Service Complex (HSC) is categorically exempt from CEQA pursuant to Section 15301 as it includes the demolition of an existing structure that no longer serves a public use, has reached its useful life, and significantly degraded poising a safety risk if occupied. Components of the HSC Demo include new accessory trailers and utility hook ups, including minor trenching and backfilling, for existing facility operations for both Department of General Services and Health and Human Services Agency Facility Operations staff that involve no expansion of use, therefore is categorically exempt from CEQA pursuant to Section 15303, and 15304(f). The HSC Demo will also include a replacement wall to continue providing an enclosure for the existing Psychiatric Hospital courtyard, also exempt per Sections 15301, 15302 as a replacement wall that will be demolished.
A Historic Resource Assessment for the Health Service Complex dated November 15, 2024 including a letter of professional onion for the property determined 3851 Rosecrans Street does not meet the criteria for listing on the CRHR or Local Register and therefore does not qualify as a Historic Resource under CEQA Guidelines or a Significant Historic Site under the County of San Diego Resource Protection Ordinance. Therefore, the HSC demo project will have no effect on historic properties with regard to the built environment.
Additionally, the project actions will not impact environmental resources of hazardous or critical concern that are designated, precisely mapped and officially adopted by government agencies; does not contribute to cumulative environmental impact; will not have a significant impact on the environment due to unusual circumstances; does not damage scenic resources within a designated state scenic highway; is not on the list of Hazardous Waste and Substance Sites pursuant to Section
