Document Description
The Ventura CARP builds upon existing climate protection programs and introduces new actions aimed at further reducing GHG emissions and enhancing resilience to both current and anticipated climate change impacts. Upon adoption, the CARP will reflect Ventura’s sustained and proactive commitment to climate action, sustainability, adaptation, and GHG reductions through the 2045 planning horizon. The City developed the CARP to meet several objectives, including reducing GHG emissions, improving public health and quality of life, and strengthening community resilience to climate-related hazards. The CARP establishes GHG reduction targets for 2030, 2040, and 2045, and provides a framework for future sustainable development efforts in Ventura. It is anticipated that environmental documents for future development projects will identify and incorporate applicable GHG reduction strategies and actions from the CARP. The CARP addresses communitywide GHG emissions and includes specific targets aligned with California’s climate legislation. These targets include a 40 percent reduction below 1990 levels by 2030 (consistent with Senate Bill 32), an 80 percent reduction by 2040, and carbon neutrality by 2045 (consistent with Assembly Bill 1279). The City’s GHG reduction targets are informed by community-level inventories developed for 2015 and 2019. The 2015 inventory provides a basis for backcasting to 1990 levels, while the 2019 inventory supports emissions forecasting and progress tracking toward the 2030, 2040, and 2045 goals.
