Project Description
Project Location:
Arthur Road: Sexton Road to Escalon City Limit, Buerer Road: Escalon-Bellota Road to East End, Narcissus Road: St John Road to East End, Seidner Avenue: River Road to North End. See attached Vicinity Map.
Project Justification:
The roadways were originally constructed as part of the Escalon Alfalfa Farms, Magnolia Farm, Alice D. Jones Tract and Escalon Colony Tract subdivisions. Exact dates of roadway construction are not known. The project roadways have been maintained with periodic chip seals with Buerer Road, Narcissus Road and Seidner Road in 2020 and Arthur Road in 2021.
The existing roadway surfaces within the project limits have moderate alligator cracking along with some areas of block cracking and extended segments of rutting, multiple edge failures, and surface irregularities due to farming operations and water ponding on the roads. Current Overall Condition Index (OCI) ratings range from 40-61.
Scope of Work:
The project will consist of:
1. Placing 0.25 feet Hot Mix Asphalt (HMA) overlay on all roadway segments within the project limits.
2. Repairing pavement structural failure areas with full depth 0.25 feet HMA (Type A).
3. Placing 4 feet Aggregate Base (AB) shoulders (2 feet at 8%, 2 feet to conform).
4. Constructing Earthwork (Miscellaneous Areas) in locations with shoulders higher than the roadway.
5. Placing 4-6 feet HMA driveways along with 5 paved frontages.
Environmental Setting:
In these portions of the San Joaquin County, land usage is primarily rural with single family homes.
There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st.
Beneficiaries:
The public will see increased safety and fewer hazards with these well-maintained roads. Overall, there will be reduced maintenance concerns and more reliability within the project areas.
