COLONIAL HEIGHTS WATER MAIN REPLACEMENT PROJECT PHASE 1B Project Description Project Location: Colonial Heights Maintenance District. See attached Vicinity Map. Project Justification: The Colonial Heights Maintenance District water distribution system was installed from 1947 to 1964. There is approximately 35,585 linear feet of water main piping built with 4-to-8-inch asbestos cement pipe (ACP) (west of Balboa Avenue) and 4-to-8-inch steel pipe (east of Balboa Avenue). Colonial Heights water distribution system is interconnected with City of Stockton water supply system. There are 3 interconnection locations that are operational and 1 interconnect location that is no longer being used (near Misty Lane). The existing water distribution system is aging and has leaking water mains. Proposed project is located in this affected area and will replace a portion of the existing water mains. Residential water service connections are unmetered. Existing water mains are located in backyard easements, making access, and maintenance difficult. Existing water service connections are located at the back of the properties. Scope of Work: The project will consist of: 1. Replacing approximately 2,200 linear feet of aging and leaking water pipelines within the Colonial Heights water system. 2. Installing new valves, fire hydrants, appurtenances, and 54 water service connections. 3. Constructing the new water main using 8-inch Polyvinyl Chloride (PVC) AWWA DR18 C900 piping and installing within the County right-of-way (R/W) along Cortez Avenue and Seville Avenue. 4. Portola Avenue: Existing water service laterals and meter boxes located at the front of properties will remain in place; only service lines will be transferred from the backyard water main to the front. 5. Cortez and Seville Avenues: New service laterals will be installed in conjunction with the new water main. Water service connections will be relocated to the front of each property. 6. Barcelona Avenue: Four properties will receive new service laterals, and water connections will be relocated to the front of each property. Environmental Setting: In these portions of the San Joaquin County, land usage is primarily residential with single family homes. There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st. Beneficiaries: The public will see decreased maintenance frequency and costs, increased fire flow and protection, improved water quality, and better hydraulic performance throughout the water distribution system. Additionally, the district will conserve water by reducing water losses through leaks in the water main.
