Document Description
The project is requesting a NEIGHBORHOOD USE PERMIT to modify the existing Wireless Communication Facility (WCF) located on an existing building. The project would consist of the removal, relocation, and replacement of the existing equipment, including the removal of three antennas and six Remote Radio Units (RRUs), the relocation of three antennas, and the installation of six antennas and three RR Us, totaling 15antennas and 12 RR Us. The 294-square-foot existing equipment enclosure is located on the second floor inside the building. Equipment includes four (4) equipment cabinets, two (2) HVAC units, powerplant and 2 FIF racks. No ground disturbance or trenching is proposed. The project site is located at 3276 Rosecrans Street, in the RM-1-1 (Residential - Multiple) zone, Coastal Height Limit Overlay Zone, the FAA Part 77 Noticing Area to San Diego International Airport - Lindbergh Field and North Island Naval Air Station, in the Peninsula Community Plan area. Reasons for Exemption
The City of San Diego determined that the project qualifies to be categorically exempt from CEQA pursuant to section 15303 (New Construction or Conversion of Small Structures). Section 15303 allows for the construction and location of limited numbers of new, small facilities or structures, installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only mi1ior modifications are made in the exterior of the structure. Since the project would remove and replace small telecommunication equipment that would be concealed on an existing structure, the exemption was deemed appropriate. The exceptions listed in CEQA Section 15300.2 would not apply in that no cumulative impacts were identified; no significant effect on the environment was identified; the project is not adjacent to a scenic highway; the project would not cause substantial adverse change in the significance of a historical resource; and the site is not included on any list compiled pursuant to government Code Section 65962.5 for hazardous waste sites.
