Section 15301 (Existing Facilities) is applicable because the proposed project consists of replacing the existing soil and grass with brick pavers and turf at the existing wedding arbor as well as minor grading to the surface to direct drainage flows into the proposed drain that connects to an existing storm drain system located within an existing park facility (Waterfront Park), involving negligible expansion of former use. Section 15304 (Minor Alterations to Land) is applicable because the proposed project includes minor grading of the surface to improve the drainage at the wedding arbor which does not involve the removal of healthy, mature, scenic trees.
Additionally, the project would not impact environmental resources of hazardous or critical concern that are designated, precisely mapped and officially adopted by government agencies; does not contribute to cumulative environmental impact; would not have a significant impact on the environment due to unusual circumstances; does not damage scenic resources within a designated state scenic highway; is not on the list of Hazardous Waste and Substance Sites pursuant to Section 65962.5 of the Government Code; and does not cause adverse change in the significance of a historical resource.
