Document Description
The proposed action is to amend the Report of Facility Information (RFI) for the existing Otay Landfill. The Amendment includes updates to the landfill’s remaining site capacity and estimated closure date. It also includes updates to the leachate collection and removal system, groundwater extraction system, and landfill gas flare station. The Amendment also includes the removal of the household hazardous waste collection center, sludge mixing area, and limited volume transfer operation. The Amendment also updates the status of the organics processing facility as operational, and will add a material recovery facility (proposed and separately permitted) and a proposed Type A or CDI Recycling center. Lastly, the Amendment will revise salvaging activities and waste handling procedures, and improve record-keeping and procedures for compliance with SB 1383.

The Report of Facility Information amendment process is defined and authorized by 27 CCR, Division 2, Chapter 4, Article 3, Section 21665(c). As specified in Section 21665(c)(1), the LEA finds that the changes being requested are exempt from the requirements of CEQA pursuant to 14 CCR, Chapter 3, Article 5, Section 15061(b)(1) because the project approval is a ministerial action and is statutorily exempt per Section 15268 of the CEQA Guidelines.
