Project No: CDP2024-0010/HMP2024-0009 This city project would construct roadway, bikeway, and pedestrian improvements west of Interstate-5 along an approximately one-mile segment of Avenida Encinas between Palomar Airport Road and a point just south of the Poinsettia Coaster Station Driveway. The project would implement a portion of the regional Coastal Rail Trail. Improvements would include roadway widening, new pavement, new sidewalks, curb ramps, landscaped medians, landscaping, bio-filtration swales, median passageways with flashing beacons, lighting, fencing, parking, and a retaining wall.
