Document Description
The El Dorado Irrigation District (District) proposes to replace the Reservoir 1 floating cover and liner due to a significant leak that cannot be repaired and poses a threat to the quality of the drinking water contained in the reservoir and the distribution system. Reservoir 1 is a 2.8-million-gallon Hypalon lined and covered reservoir located at the Reservoir 1 Water Treatment Plant in the community of Pollock Pines. The Project consists of two primary components: construction of a bypass system and replacement of the floating cover and liner. The bypass system will isolate Reservoir 1 from the water system and includes 120,000 gallons of temporary storage, yard piping modifications, and installation of variable frequency drives at the Moosehall and Sportsman’s pump stations to operate the drinking water system during the period of construction. Once Reservoir 1 is isolated from the drinking water system, existing liner materials will be removed, and a new liner and cover will be installed. All construction activities would occur within existing facilities. Construction is scheduled during the winter outage with a completion date of March 2026.

Reasons for Exemption
The Project is statutorily exempt from the California Environmental Quality Act (CEQA) because it involves 1) emergency repairs to publicly owned service facilities that are necessary to maintain service essential to the public health, safety or welfare consistent with Public Resources Code section 21080(b)(2) and CEQA Guidelines section 15269(b) and 2) specific actions necessary to prevent or mitigate an emergency consistent with Public Resources Code section 21080(b)(4) and CEQA Guidelines section 15269(c). On October 14, 2025, the District adopted a resolution declaring an emergency and authorizing the General Manager to take all actions reasonably deemed necessary to respond to the emergency.
