The project is consistent with the Chula Vista General Plan's policies and land use designation (Limited Industrial) for the project site, as well as the project site's zoning designation (Limited Industrial) and applicable development regulations. The project site has no value as habitat for endangered, rare, or threatened species. The project will not result in significant effects relating to traffic, noise, air quality, or water quality, nor to public services or utilities. The project is in an urbanized area and involves installation of small equipment and construction of small facilities on a site already used for electrical power generation and includes fewer than four commercial buildings not exceeding 10,000 square feet.
