Reasons for Exemption
The proposed project is categorically exempt from the provisions of the CEQA Guidelines pursuant to the provisions of Title 14 of the California Administrative Code, Section 15301. The proposed project, CPH25-0004, qualifies for exemption under the California Environmental Quality Act (CEQA) Guidelines Section 15301 (14 CCR § 15301, “Existing Facilities”) because it involves the repair and minor alteration of an existing public roadway facility with no expansion of use. Specifically, the work consists of repairing cracking and pavement depression along the southbound side of Highway 1 at Post Mile 19.68 through compaction grouting, installation of pipe piles, and repaving to restore roadway stability. The project is limited to stabilizing the existing roadway, will not increase capacity, and does not involve expansion of the roadway footprint beyond what is necessary to complete the repair. All work will occur within Caltrans’ existing right-of-way using standard roadway repair methods, and the project does not include new uses or facilities that could result in environmental impacts. There is no reasonable possibility that the project would have a significant effect on the environment. No exceptions listed under Section 15300.2 apply.
