Document Description
This project is funded by several State grants to increase pace and scale of prescribed burning throughout Butte County to improve fire resilience, restore forest/community health, and rebuild rural skill sets around the practical use or beneficial fire. The project will equip private landowners with the knowledge and skills to use prescribed burning as a fuels management tool, decrease fuel continuity, and reduce the probability of catastrophic wildfire. The proposed project benefits landowners, neighbors, suppression agencies, local native plant and animal communities, and the state's forest and rangeland resources.

Reasons for Exemption
The project consists of low intensity prescribed underburns to improve community fire resiliency, reduce risks to first responders during a wildfire, and preserve the ecological integrity of the properly before and during wildfire. While the bum units are diverse, the burn plan identifies hazard mitigation tactics and ensures the conservation of ecological and cultural resources for each individual unit. Under the
specified prescription(s), the burn(s) will result in the combustion of primarily fine and 10-hour fuels. Butte County native species within the burn units benefit from low-lo moderate-intensity fire, especially during fall and winter; for spring bums. ground-nestling bird surveys would be conducted in advance of burns. Ground disturbance would be superficial and minimal: existing holding features will be utilized as
burn boundaries or new holding features would be created as needed by removing organic surface debris accumulated over the last 50 years to expose the mineral soil surface. The proposed units are located in the wildland-urban interface, surrounded by a mix of roads, homes, and forest. The project does not have the potential to result in the taking of endangered, rare, or threatened species nor in significant erosion and sedimentation of surface waters The project qualifies for exemption from comprehensive CEQA analysis under Class 4 (minor alterations to land).
