Reasons for Exemption
The Proposed Project qualifies under CEQA Guidelines Section 15302(b) as a replacement or reconstruction of existing structures and facilities where the new structure will be located at the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. In addition, the Proposed Project qualifies under CEQA Guidelines Section 15304 consisting of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry and agricultural purposes. he Proposed Project qualifies under CEQA Guidelines Section 15302(b) as a replacement or reconstruction of existing structures and facilities where the new structure will be located at the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. In addition, the Proposed Project qualifies under CEQA Guidelines Section 15304 consisting of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy. mature, scenic trees except for forestry and agricultural purposes. The Project Applicant is seeking approval of a Site Development Permit to allow replacement of the existing turf care facility at the El Niguel Country Club within the existing 1.5-acre footprint. No expansion of the existing footprint is proposed. The current facility includes a 3.500 square foot Operations Building with approximately 1,000 square feet of covered but not enclosed space. a 3,500 square foot Storage Building with approximately 1,200 square feet of covered but not enclosed space, and a pump station and building. An additional 800 square feet of covered but not enclosed storage space is located just north of the Storage Building. Currently. the facility serves as a central location for the storage and maintenance of all the landscaping equipment used on the golf course and the Country Club facility. Pursuant to CEQA Guidelines Section 15300.2, no exceptions to these exemptions apply. See attached Technical Memorandum dated September 26. 2025. for additional information.
