Document Description
The project consists of shaded roadside fuel reduction treatments across approximately 164 acres. Treatments will include the removal of all juniper trees with a dbh of 10-inches or less and the removal of larger trees to ensure a distance between canopy cover of 20 – 40 feet. No old growth juniper trees will be removed. The treatment will include mastication, hand thinning, and chipping of understory vegetation and surface fuels within 100 feet of both sides of existing roads. Wetlands or other sensitive habitats will be avoided.
The purpose of the project is to reduce hazardous fuel loads, improve emergency access and evacuation routes, enhance defensible space, and increase wildfire resilience for the Modoc Recreational Estates community and surrounding areas. Beneficiaries include local residents, fire suppression agencies, and the broader Modoc County community.

Reasons for Exemption
The project involves minor alterations to land and vegetation in the form of mastication, hand thinning, and chipping along existing road corridors. No healthy, mature scenic trees will be removed. The project avoids wetlands and other sensitive habitats, results in only minimal ground disturbance, and does not convert forestland to non-forest uses. Treated vegetation will retain the ability to regenerate. The project will not result in significant impacts to aesthetics, agriculture/forestland, air quality, biological resources, cultural resources, geology and soils, greenhouse gas emissions, hazards and hazardous materials, hydrology or water quality, land use planning, mineral resources, noise, population and housing, public services, recreation, transportation, tribal cultural resources, utilities and service systems, or wildfire. None of the exceptions to categorical exemptions under CEQA Guidelines Section 15300.2 apply. Therefore, the project is appropriately exempt under CEQA Guidelines Section 15304, Class 4 (Minor Alterations to Land)
