Document Description
The Countywide Defensible Space Program is a continuation of the Defensible Space Landowner Assistance Program led by the Modoc Fire Safe Council since 2004. This no-cost hazardous fuels reduction program provides defensible space treatments around homes located within Wildland-Urban Interface (WUI) areas across Modoc County. Approximately 50 acres will be treated, resulting in up to 100 feet of defensible space around habitable structures. Treatments will include removal of ladder fuels, trimming of vegetation, and disposal of flammable debris. The purpose is to slow the spread of wildfire, reduce flame intensity, and create safer access for emergency responders, thereby protecting residents, essential infrastructure, and community safety. Beneficiaries include property owners and residents throughout the County, as well as local and regional fire suppression agencies.

Reasons for Exemption
The project consists of vegetation management activities and fuels reduction around existing residential properties within established communities. Activities are minor in scope, involve no significant ground disturbance, and are designed solely to reduce wildfire risk. The project does not involve expansion of use, removal of healthy, mature scenic trees, or disturbance to sensitive habitats. No exceptions to categorical exemptions (Guidelines §15300.2) apply, as the project will not cause significant cumulative impacts, damage scenic resources, occur on hazardous waste sites, or adversely affect historical resources. Therefore, the project is appropriately exempt under CEQA Guidelines Section 15304, Class 4 (Minor Alterations to Land).
