Reasons for Exemption
An Addendum to the City's certified General Plan Environmental Impact Report (EIR) was previously prepared and adopted in connection with the adoption of the Housing Element, which analyzed the Safety and Environmental Justice Elements along with associated rezonings and related General Plan and zoning amendments. GPA2025-0 involves the adoption of the Environmental Justice Element which is consistent with the scope of the previously adopted Addendum. It can be seen with certainty that adoption of this element will not result in a significant effect on the environment. Therefore, the project is exempt from further environmental review under the common sense exemption pursuant to CEQA Guidelines § 15061 (b) (3).
