Zoning Code text amendments are exempt pursuant to CEQA Guidelines Section Section 15061(b)(3), which states that CEQA only applies to projects which have the potential for causing significant effect on the environment. It can be seen with certainty that there is no possibility that the Zoning Code text amendments will result in a significant effect on the environment as they further implement State law and create procedural requirements locally for how to do so. Additionally, the amendments are designed to preserve and protect existing and future historic resources within the City of Los Altos.
