This project is Categorically Exempt from environmental proceedings pursuant to Section 15301(c), Class 1 (Existing Facilities), of the California Environmental Quality Act (CEQA), which consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The Project involves the removal of existing traffic signal heads and installation of twelve (12) inch signal heads with high-visibility yellow retro-reflective borders on signal backplates. Non-countdown pedestrian heads will be replaced with countdown pedestrian heads at some locations. The proposed improvements would occur within existing right-of-way on existing City-owned public infrastructure and would not add any additional vehicle travel lanes; therefore, the Project would result in no expansion of use and qualifies for the identified exemption
