Document Description
The proposed Project will address power reliability issues at Reservoir 10A, a critical facility for the District's water distribution system and communication network. The Project will replace one transformer pole to ensure a more reliable utility power supply and install a new, small-scale off-grid solar and battery system to provide a resilient and sustainable backup power source. Solar panels will be ground-mounted, occupy a combined footprint of 180' x 20', with a total height of approximately 11'. The battery storage system will occupy a footprint of 8' x 3', with a total height of approximately 7'. The off-grid solar and battery system will minimize reliance on diesel standby generators during periods of utility power outages (e.g. weather-related, PSPS, EPSS). These improvements will not constitute an expansion of the existing use and will not increase the capacity of any existing facility.

Reasons for Exemption
The Project consists or the replacement or a single transformer pole at the Dublin San Ramon Services District's Reservoir 10A. In addition, the scope includes the installation of a small scale solar array and battery energy storage system for backup power. These improvements will not constitute an expansion of the existing use and will not increase the capacity of any existing facility. The project, therefore, is exempt from CEQA since it falls within one or more of the following categorical exemptions allowed under the CEQA guidelines: Class 1 under §15301 (Existing Facilities); Class 2 under §15302 (Replacement or Reconstruction), and Class 3 under §15303 (New Construction or Conversion or Small Structures).
