Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Profession Code, Division 10, Chapter 2, Section 26012, approved a Medium Outdoor commercial cannabis license. The Project will consist of a cannabis facility that will cultivate a maximum of 43,560 square feet of outdoor cannabis canopy on a 33.8-acre site parcel. Cannabis processing and packaging shall occur on-site. Drying and curing will occur in three (3) 8ft x 48ft curing containers and packaging will occur in one (1) 30ft x 70ft storage building. Irrigation water needs are satisfied by an on-site groundwater well accompanied by 3,200 gallons of water storage and electricity needs are serviced by PG&E and on-site solar. Wastewater treatment is provided by an existing permitted onsite septic system. The hours of operational work shift range from 7AM to 5PM. The anticipated daily trip generation is as follows: 4 employee work trips (1 home-to-work and 1 work-to-home trip per employee) per day, 1 trip for material and supplies delivery per day, and 8-10 trips per week for shipment of finished product, seasonally (3 times per year).

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. Calaveras County Board of Supervisors certified an Environmental Impact Report (EIR) for the Medical Cannabis Cultivation and Commerce Ordinance Project in January 2018. CEQA mandates that the project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
