Document Description
The US Forest Service has authorized Tahoe Donner Association to treat a 150’ buffer (55 acres) on federal lands adjacent to TDA property. TDA will implement fuels reduction treatments to reduce the vertical and horizontal continuity of fuels via thinning from below. Manual and mechanical treatments will include removal of trees up to 10-inches diameter at breast height (dbh), followed by mastication and/or chipping of removed vegetation. The project is intended to: 1. achieve increased resiliency to the threat of wildfire to the town of Truckee and surrounding United States Forest Service (USFS) lands, 2. Enhance protection of nearby developed private properties, and 3. provide ecosystem restoration by improving forest health and resilience to climate change.

Reasons for Exemption
CEQA does not apply to fuel reduction, reforestation, and habitat restoration projects undertaken, in whole or in part, on federal lands to reduce the risk of high severity wildfire that have been reviewed under the NEPA, if the primary role of a state or local agency is providing funding or staffing for those projects. The proposed project was reviewed in its entirety under NEPA and approved under Categorical Exclusion USDA-22c-USFS (CFR 7, Subtitle A §1b.4) signed October 7, 2025.
