Document Description
The proposed BHER Willows Solar Energy Facility is a ground-mounted, single-axis tracking photovoltaic system designed to generate approximately 21 megawatts (MW) of renewable electricity. The facility will directly serve the adjacent Johns Manville Industrial Plant, offsetting a portion of its total energy usage, with no export of power to the broader utility grid.
The project will occupy approximately 162 acres of a 474-acre parcel zoned Exclusive Agricultural (AE-40) and Industrial (M). Power generation facilities meeting Chapter 15.86 require a Conditional Use Permit as a Secondary Use on AE-40 land and as a Conditional Use on Industrial-zoned land (15.44.030(B.4.)).
Site development will include solar panel arrays on single-axis tracking systems, inverter and transformer skids, electrical interconnection infrastructure (overhead poles, underground cabling, switchgear, and control building), as well as internal access roads and perimeter fencing. The site, previously used for hay production, was selected based on its proximity to the Johns Manville facility, access to existing electrical infrastructure, and limited environmental constraints.
