Project Justification:
In Fiscal Year 2013-2014, Road Maintenance began applying crack treatment on County roadways as a preventive maintenance measure. Design Engineering initiated a Crack Seal Program in Fiscal Year 2014-2015 for roads that are planned to be slurry/chip sealed in the near future.
The existing pavement condition of these roadways, in general, varies from good to poor with moderate to severe longitudinal, transverse, and block cracks. Some roadway segments have raised cracks that create a bumpy ride.
Scope of Work:
The project will consist of:
1. Sealing longitudinal, transverse, and block cracks between 1/4 inches and 2 inches wide with hot-applied Crack Treatment (Type 3).
2. Compacting Type II Slurry Seal crushed aggregate into the crack treatment for cracks between 1 inch and 2 inches wide.
3. Filling and compacting cracks and potholes wider than 2 inches with 3/8 inch HMA or Crafco's Mastic One or approved equal.
4. Planing all raised cracks higher than 1/4 inches to match the existing roadway grade.
5. Fog sealing all planed areas after crack sealing.
Environmental Setting:
In these portions of the San Joaquin County, land usage varies but is primarily rural with single family homes.
There are many large trees adjacent to the project area. Nesting and migratory birds, protected by the Migratory Bird Treaty Act, may nest within these trees. Furthermore, the Swainson’s Hawk, a raptor species of concern within the State of California and listed as threatened may nest adjacent to or within the project area. A pre-construction survey for nesting Swainson’s Hawks and other migratory birds is recommended if construction is scheduled to occur from February 15th to September 1st.
Beneficiaries:
The public will see increased safety and fewer hazards with these well-maintained roads. Overall, there will be reduced maintenance concerns and more reliability within the project areas.
