Notice of Exemption

Exempt Status
Categorical Exemption
Type, Section or Code
§15301 and §15303
Reasons for Exemption
This project involves the installation of 24 EV charging ports at six sites throughout Humboldt, Orange, San Diego, San Mateo, Santa Barbara, and Yolo counties. All installations will be at existing parking lots. Some minor modifications to the sites may be needed such as replacing or installing electrical equipment including power cabinets, switchgear, and transformers. None of the installation sites will involve historic resources or historic buildings. This project is therefore categorically exempt from environmental review pursuant to section 15301 of the CEQA Guidelines because it consists of the minor alteration of existing structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of existing or former use at the sites. The project will replace and install four EV charging ports and associated small-scale equipment, such as power cabinets, switchgear, and transformers, within existing developed areas at each of approximately 6 charging stations across the six sites listed above. The footprint of each charging port and associated equipment which will be installed is approximately 17 square feet. All work will occur within previously disturbed areas and will not involve substantial expansion of use. This project is also therefore categorically exempt pursuant to section 15303 of the CEQA Guidelines because it consists of the construction and location of limited numbers of new, small structures and/or the installation of small new equipment in small structures with only minor modifications to the structures. The project does not involve any unusual circumstances, will not result in damage to any scenic resources within a highway officially designated as a state scenic highway, none of the sites are included on any list compiled pursuant to Government Code section 65962.5, and the project will not cause a substantial adverse change in the significance of a historical resource. The project, when considered as a whole, will not result in a cumulative impact that is significant on the environment. Therefore, none of the exceptions to exemptions listed in CEQA Guidelines section 15300.2 apply to this project and this project will not have a significant effect on the environment.
