Document Description
This project will replace 19 non-operational public electric vehicle (EV) charger ports and install an additional 17 public EV direct current fast charging (DCFC) ports, for a total of 36 charging ports. All charging ports will be operated and maintained in accordance with the requirements in Title 23, Code of Federal Regulations, Section 680. Reasons for Exemption
This project involves the installation of 36 DCFC EV charging ports at 9 sites throughout Alameda, Fresno, Los Angeles, Orange, San Bernadino, Sutter, Ventura, and Yolo counties. The installations will be on previously developed land such as existing parking lots. Some minor modifications to the sites may be needed such as trenching to run electrical wire and the replacement of electrical panels and breakers. None of the installation sites will involve historic resources or historic buildings. This project is therefore categorically exempt from environmental review pursuant to section 15301 of the CEQA Guidelines because it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The physical aspects of this project consist of replacing 19 non-operational public EV charging ports and installing 17 additional new EV charging ports across 9 sites on existing parking lots. For these reasons, the proposed work will not have a significant effect on the environment and falls under section 15301. The project is also categorically exempt pursuant to section 15303 of the CEQA Guidelines because it consists of the construction and location of limited numbers of new, small structures and/or the installation of small new equipment in small structures with only minor modifications to the structures. The new EV charging equipment to be installed have a small footprint, measuring approximately 30 square feet. Therefore, the project falls within section 15303 and will not have a significant impact on the environment. The project does not involve any unusual circumstances, will not result in damage to any scenic resources within a highway officially designated as a state scenic highway, none of the sites are included on any list compiled pursuant to Government Code section 65962.5, and the project will not cause a substantial adverse change in the significance of a historical resource. The project, when considered as a whole, will not result in a cumulative impact
