The Class 1 Categorical Exemption consists of the operation, repair, maintenance,
permitting, leasing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or
topographical features, involving negligible or no expansion of existing or former use. The project involves minor alterations
to an existing facility for the installation of up to one (1) vault, two (2) manholes, and one (1) pole, involving in-kind
replacement of existing cable and conduit which will involve negligible alteration and no expansion of existing or former
use of the site.

Reasons for Exemption
The Class 2 Categorical Exemption consists of replacement or
reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure
replaced and will have substantially the same purpose and capacity as the structure replaced. The new replacement
of cable and conduit will be located on the same site as the cable and conduit replaced and will have substantially the same
purpose and capacity as the structure replaced. All equipment that is removed from the site will be disposed of in a manner
that meets all federal, state and local environmental and regulatory requirements.

Reasons for Exemption
The Class 4 Categorical Exemption consists of minor public or private
alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees
except for forestry or agricultural purposes and backfilling where the surface is restored. The Project involves trenching
and excavating approximately 223 cubic yards for the replacement of cable and conduit and backfilling where the surface will be restored.

Reasons for Exemption
The Class 6 Categorical Exemption consists of basic data collection, research,
experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an
environmental resource. Level I Harbor Development Permit 25-043 was originally issued to Southern California Edison
Company on August 25, 2025 for potholing up to six (6) areas on Pier T Lane to identify if any obstructions exist below the
surface for determining locations of new vault/manholes for evaluation which does not result in a serious or major
disturbance to an environmental resource.
The Port has determined that none of the exceptions to the exemptions in the California Environmental Quality Act (CEQA) Guidelines Section 15300.2 foreclose the use of Categorical Exemption CEQA Guidelines Section 15301 Existing Facilities (Class 1), Section 15302 Replacement or Reconstruction (Class 2), Section 15304 Minor Alterations to Land (Class 4), and Section 15306 Information Collection (Class 6) ; therefore, the Project is exempt from CEQA and no further environmental review is required.
